DLT Registration (Distributed Ledger Technology, run by TRAI) is the mandatory registration for promotional + transactional SMS messaging in India. Senders register their company; recipients consent to specific message templates.
Without DLT registration, SMS to Indian numbers gets blocked by mobile operators. Templates must be pre-approved with TRAI; messages outside approved templates also get blocked.
